Second Day of Constitutionalism Discourse

The second day of constitutionalism discourse was held at the Herat University Faculty of Agriculture Conference Hall on the 100th anniversary of Afghanistan's independence.

First, Mohammad Edris Barmak, Senior Legal Adviser to the Commission and Head of the Directorate General of the Independent Oversight Commission for the Implementation of the Constitution outlined the Afghan elections in the light of the constitution. He stated that elections are the only authentic and reliable reflection of people’s will.

Subsequently, Mohammad Zia Farahmand, the head of the Department of Communication and Awareness on the Constitution, provided information on comparing the current constitution with the constitutions of the past, observing the principle of separation of powers, protecting public freedoms, the obligation of the state to secure public freedoms, and that  president being accountable to the people's representatives were the most important topics he broached upon. Later, Dr. Shemshad Sonli, professor of law and political science at the university, provided information on the constitution.

 "The constitution is not only incompatible with Islamic law, but it has been enacted in light of Islamic law," said Dr Abdul Rauf Herov, commissioner of the Independent Commission for the Implementation of the Constitution in the light of Islamic law.

Subsequently, Mohammad Khalil Ghiyami, a communications specialist on the Afghan Constitution, provided information on the principles of fair trials on four principles, including general principles, pre-trial, pre-trial, and post-trial principles

Then, questions were answered by Dr. Mohammad Qasim Hashemzai, Chairman of the Independent Constitutional Review Commission, Dr. Abdul Ruf Heravi, Mohammad Zia Farahmand, and Mohammad Idris Barmak.

Dr. Ghulam Davood Hashemi, Deputy Governor of the province, while assessing the seminar, provided comprehensive information on the constitution. He posited that holding such academic seminars to promote students' knowledge and awareness of the constitution is important and matter immensely.

At the end of the seminar, Dr. Abdullah Faiz, Chancellor of Herat University, Dr. Ghulam Dawood Hashmi, Vice Chancellor for Students Affairs and Dr. Mohammad Nazir Sekandari, Vice Chancellor for Financial and Administrative Affairs at Herat University expressed their support for the implementation of the rule of law in the country.

Officials of the Afghans Empowerment Office

 The officials of the Afghan Empowerment Office praised the leadership of the Herat University for working together and providing the university with the opportunity to hold a three-day crisis management workshop for 12 students at Herat University.

During a meeting to this end, the ChancellorAnchor of Herat University thanked the officials of the Rehabilitation Bureau for Afghans, emphasizing the importance of establishing and working closely with public and private departments to provide opportunities for enhancing students' scientific capacity. The work priorities of the University Leadership Board were underscored, too.
