Short introduction of departments and lesson curriculum 

Basically there are two departments such as public administration and development management department in organizational structure of administration and public policy faculty which respectively got the authorities of professional and non-professional by order of Ministry of Higher Education. From the other side department of public policy is supposed to get the permission to be a professional department by order of Ministry of Higher Education which the relevant procedures are going on. Now the departments of public administration and development management are producing as follow:

  • Public administration department

Introduction of department:

Department of public administration has been inaugurated as the first professional department of administration and public policy faculty  based on the order letter (No 2977/3905 dated 30/11/1389 equal to 19/02/2011) of Ministry of Higher Educations.

Introduction of the field:

This academic field studies the three branches of government including executive, legislative and judiciary, and union between these three branches. The department of public administration is resultant of performances of complex collection of organizational and formational instruments, and collection of human forces and reflexing of law, regulations, orders, manners and systems of performances and finally current relations and communications over using the physical, financial, and humanitarian resources, instruments and arrangement; which government fulfill the duties as sovereign or proprietary exercising over achievement of some goals through it.

Graduates of the department:

The purpose from inauguration of public administration is to train the required specialist human forces of governmental organizations and also acquaintance of student with practicing of academic manner of public affairs administration. The graduates of this field will do their duties as managers of governmental organizations.

Purposes of the department:

Development of academic level of teachers.

Conducting the investigations in the field of public administration.

Attracting the new academic cadre.

Training the specialist and committed cadre for administrative system of the country.

 

  • Development management department

Development management includes the designing and creating of enough physical and organizational structures for economic and social development, equipping and allocating of resources and mobilization of financial and humanitarian facilities. In development management the required structures often was named as infrastructure-maker units which consecutively grown and were as advancing of industrialization process, efficient administrating of economic affairs, development of natural resources, development and increase of transformation system and communications and correction of education system. Accordingly, this department established in framework of administration and public policy faculty based on the 1182 dated 29/07/1394 equal to 21/10/2015, and then the financial and administrative deputation inaugurated which is curator of teaching and researching in the field of mentioned subjects. Based on the session (No 1) dated 03/08/1394 equal to 25/10/2015 of development management department, Pohialai Ms. Mina “Hashemi” selected as director and dear sirs each one Pohialai Jahani, Pohialai Atayee, Pohanyar Barekzai, Pohanmal DR. Mokhtarzadah selected as members of the department. This department signed up a new member holding PHD degree on 13/06/1395 equal to 03/09/2016.

Goals:

  1. Active contribution in production process of managerial science through contribution on training of academic cadres who are specialized and knowledgeable over daily affairs of Afghanistan.
  2. Developing of academic level of teachers through dispatching them to pass the short-term and long-term programs (Mastership and PHD)
  3. Institutionalizing of credit system in order to create educational eases for teachers and student and through this, growing of their professional science level.
  4. Standardization of curriculum and teaching resources based on the requirements of Afghanistan community and global accepted standards.
  5. Cooperation in the field of development of job creation programs in order to make science of management practical, and familiarizing the student to administrative and managerial challenges of society.

 

 

Future programs:

  • Updating of curriculum and teaching resources based on the necessities and standards, at the end of each year.
  • Trying to prepare the curriculum and teaching resources for department and changing of the department to a professional department.
  • Cooperation in the field of creation of the managerial researches center with other departments and leading of faculty.
  • Dispatching of teachers to education scholarships (MA and PHD) based on the schedule and department necessities.
  • Holding of academic, local and national conferences and paving the ground for contributions of teachers and students in academic conferences in other counties.

As a result, by doing of above programs and achieving on designed Goals, we expect that based on the strategies of respective Ministry of Higher Educations and Herat University and faculty of administration and public policy, the development management department as the main component of this educational institution could change to a science production center, performer of investigational programs and deliverer of standard educational services for student in bachelor’s degree for a five-year period.

Educational curriculum

Educational curriculum of administration and public policy department for bachelor’s degree composed by eight semesters and in the framework of four educational years and 144 credits based on the credit bill of Ministry of Higher Education of Afghanistan. The field of administration and public policy is an interdisciplinary field, that is why the curriculum contents of this faculty prepared and arranged by a committee composed by teachers and political, law and economy sciences specialists of Afghanistan universities and international universities considering the necessities of Afghanistan labor market in governmental and private sectors, international academic standards, cultural and social specifications of Afghanistan. And after the order of the coherence department of academic affairs, the mentioned curriculum implemented in Herat University. The knowledge of administration and public policy is interdisciplinary that is why the teaching subjects of this faculty divided in following departments considering the basic principle which listed in credit bill of Ministry of Higher Educations.
